Pending features

Client sites report the feature keys they know about. Anything the catalogue has never heard of queues up as pending until you assign it a tier.

Until you do, that feature is not licensable — so a newly shipped feature can appear in neither the tiers nor anywhere obvious. “Check for new features” is what pulls the queue in; promote, dismiss or restore each one from there.
